Abstract
A two-stage solution procedure is proposed as a decision making tool in the transmission line route selection process. In stage one, the least costly alternatives are found based on monetary considerations and economic criteria. They are evaluated based on the social, environmental criteria, and electromagnetic fields exposures, and by means of programming model. In stage two, the alternative which creates the least amount of social and environmental disruption is selected. A magnetic field exposure policy guidance is introduced to evaluate the major effects of people's exposure to electromagnetic fields (EMF) on the location and design of transmission alternatives.
