Abstract
The Kingdom of Saudi Arabia (KSA) has emerged as a regional leader in climate action, sustainability and environmental transformation, particularly under the framework of Vision 2030. Recognizing the threats posed by climate change, land degradation, biodiversity loss and unsustainable resource use, KSA has launched a series of comprehensive initiatives that integrate national priorities with global environmental commitments. Prominent among these are the Saudi Green Initiative (SGI), Middle East Green Initiative (MGI), National Environment Strategy and major renewable energy projects such as the Sakaka PV solar plant and NEOM’s green hydrogen development. These initiatives target multiple Sustainable Development Goals (SDGs), including: SDG 7 (Affordable and Clean Energy) through the expansion of renewable energy capacity and innovation in clean hydrogen. SDG 13 (Climate Action) via national commitments to reduce emissions and enhance climate resilience. SDG 15 (Life on Land) through afforestation, biodiversity conservation and land restoration efforts under the SGI and NCVC. SDG 6 (Clean Water and Sanitation) through investments in water reuse, desalination and sustainable groundwater management under the National Water Strategy. SDG 12 (Responsible Consumption and Production) through integrated waste management and circular economy practices. SDG 11 (Sustainable Cities and Communities) by integrating environmental goals into urban planning, especially in the design of new smart cities such as NEOM. The chapter outlines how Saudi Arabia is institutionalizing environmental governance through bodies such as the National Center for Environmental Compliance (NCEC), National Center for Vegetation Cover (NCVC), National Center for Waste Management (MWAN) and the National Meteorological Center (NMC). These institutions enhance the implementation and monitoring of climate-related policies, research and compliance. Taken together, these efforts position Saudi Arabia to not only meet its own environmental and economic goals but also contribute significantly to regional and global sustainability transitions.
