Hierarchical clustering for OTHR track fusion

Abstract

The Jindalee Operational Over-The-Horizon Radar Network has three radar stations. Targets may be detected by more than one radar. Associating multiple tracks that belong to one target presents a large operator workload. Several methods have been suggested to automate the association of tracks in pairs. The method discussed in this paper performs the association and fusion simultaneously based on the whole scenario using the Hough transform and hierarchical clustering.
