Abstract
The rapid emergence of financial technologies (fintech) is reshaping the digital economy, fostering new modes of payments, lending, investment, and wealth management. In Saudi Arabia, fintech is a cornerstone of Vision 2030's financial sector development, with government initiatives aimed at promoting digital financial inclusion and innovation. However, the adoption of fintech depends on multiple determinants that go beyond technical readiness, encompassing behavioral, cultural, and educational dimensions. This study investigates the relationship between digital financial literacy (DFL) and key determinants of fintech adoption in Saudi Arabia. Drawing on computational perspectives of decision support in digital systems, the paper develops and validates a research framework integrating constructs from the Technology Acceptance Model (TAM), Unified Theory of Acceptance and Use of Technology (UTAUT), and financial literacy literature. The framework positions DFL as a critical enabler and moderator of fintech adoption. A conceptual model is proposed, supported by a review of 30 recent academic studies, and contextualized to Saudi Arabia. Findings offer theoretical and practical implications for policymakers, fintech firms, and engineers developing digital financial solutions.
