Abstract
This paper employed literature analysis approach and the Technology-Organisation-Environment (TOE) as a guiding theoretical framework to propose and discuss a research model for investigating the factors responsible for influencing the adoption of knowledge management systems (KMS) in public sector organisations in Saudi Arabia. A cautious analysis of different models has been the basis for selecting the TOE framework as the guiding model to be used for this research. This is due to the fact that this framework not only covers the technological aspects of analysing the adoption of KM systems but more importantly also explores their organisational and environmental contexts. Hence, this model provides a complete analysis of the possible aspects to be considered for KM systems adoption in public sector organisations. The paper discussed and formulated 21 hypotheses describing the overall adoption of KM systems.
