Abstract
This paper presents a framework for costbased decision making for a CFC conversion strategy. The elements required to perform a cost analysis are outline by a flow chart, which leads to decision making. The use of this flow chart can assist in answering hard "What If?" questions. A case study using data pertaining to a 500 ton CFC11 chiller is presented using the suggested framework.
