Abstract
This paper discusses the role and practices of insurance in the construction sector of Saudi Arabia. Clauses related to local housing construction contracts and insurance regulations have been analyzed, identifying their strengths and weaknesses. Other countries' regulations have been highlighted. Data has been collected through personal interviews and questionnaires. The analysis reveals that there are gaps in the insurance regulations and deficiencies in contract housing construction conditions. The construction parties' support for enforcing the application of construction insurance is evidenced by the questionnaire analysis. This necessitates developing a system to perform these functions. The system, as suggested, consists of: (1) developing guidelines for regulating and enforcing application of construction insurance, and (2) developing construction insurance contract.
