The design quality of housing, academic and research facilities is key to achieving world-class status in the Higher Education sector. This is due to the strong correlation between the quality of Higher Education facilities and the productivity of students, teachers and researchers who use these facilities. Furthermore, campus facilities are usually under continuous development, and thus are subject to re-occurring failure due to the lack of feed-back and lessons-learned derived from the end-users or occupants perspective. This suggests that a systematic study into the design quality of such facilities be carried out. Though, studies exist in the adoption of Post Occupancy Evaluation (POE) to assess the Design Quality of Campus Facilities, there does not exist a standardized and comprehensive tool kit developed for such purpose. The value of such a tool-kit is evident in its potential to facilitate a standard process that will be characterized by ease of use, comparison between various facilities, inclusion in the procurement process for contractors, and promoting designers review as a standard process in facility delivery. Thus, it is the purpose of this research to develop a comprehensive POE tool kit, that will be standardized by an expert panel for feasibility and applicability. The study will firstly develop Design Quality Indicators (DQIs) suitable for the evaluation of academic, research and residential facilities in university campuses; further to that will be a standardization of the tool-kit by design experts and facility managers; and finally, the development of a tool-kit and its demonstration through selected case studies. The implication of this study is to fill the need for standardized forms of POE in the property sector; and enhance the quality of campus facilities as desired by the Higher Education sector. The potential beneficiaries of this research will be campus facility managers/administrators, building designers, contractors, engineers and other stakeholders of the Higher Education sector, building and construction industry.
