Organizations lose money due to data breaches, security breaches, and security attacks in developed countries. These incidents negatively influence an organization's reputatio...on, financial loss, and commercial confidence. Furthermore, the importance of information security management is growing due to globalization and international competition. The solution would be to develop a security-aware culture in which employees are more aware of the threats and their responsibilities, allowing them to behave appropriately and safely. Recent studies have shown much interest in security culture. However, no previous studies have touched on the security culture and its measurement in the form of readiness level in Arab universities in general and in Saudi universities in particular. Moreover, the researchers did not investigate how to measure the university's readiness to address those security cultures. Universities should have a way to identify their current readiness level based on the existing readiness model that has been implemented in their organization. Therefore, This study aims to develop a readiness model to help Saudi universities assess and improve their readiness for an information security culture. This research is unique because it opens the way for researchers to address such topics in the Middle East and the Arab Gulf. The study's findings are expected to help understand the information security culture in Saudi educational institutions such as universities, where employees are better aware of the risks and their tasks, allowing them to act appropriately and safely.
